General Counsel
Mr. Propst serves as General Counsel overseeing TSC’s legal, contracts, and trade compliance departments, where he manages and successfully resolves complex business and corporate problems. He is a strategic leader with 20 years of experience in the federal government and private sector with mastery knowledge of acquisition laws, regulations, negotiations, and business acumen. He leads and develops others through custom training, negotiation positions and tools to increase efficiency and results.
In this role he is responsible for managing TSC’s contracts team across more than 120 active contracts along with their corresponding terms and conditions, intellectual property agreements, non-disclosure and teaming agreements, and critical negotiations. Managing the company’s legal department, Mr. Propst works on resolving any major HR issues, investigations and litigations, as well as maintaining responsibility for patents, trademarks, trade secrets, strategic agreements, subsidiary organizations and corporate governance. He also manages the company’s trade compliance department to ensure compliance with U.S. and foreign trade compliance regulations.
Before coming to TSC, Mr. Propst gained government acquisition expertise with several years of experience working in the Department of the Navy, where he managed complex FAR-based procurements for major defense programs, including the F/A-18 Hornet and P-3 Orion. Prior to his time in the government, Mr. Propst worked in the Pennsylvania Office of the Attorney General providing support to the Antitrust Division and the Virginia Office of the Attorney General for Sexually Violent Predators, Alcohol, Tobacco and Gaming Division.
Mr. Propst holds a Juris Doctor from the Pennsylvania State University Dickinson School of Law and a Bachelor of Science in Human Services Counseling with a minor in Information Systems from Old Dominion University. He is also a member of the Association of Corporate Counsel, is DAWIA Level 2 Contracts Certified, has a MIT Sloan Executive Certificate in Management and Leadership, and received a Navy PEO Air ASW, Assault and Special Missions Programs (PMA-290) Letter of Appreciation.
