Peter Swerling Award for Entrepreneurial Excellence

Dr. Peter Swerling

In order to recognize the accomplishments of one of our founders, Dr. Peter Swerling, and the heritage of technical and business excellence he established for Technology Service Corporation, the Peter Swerling Award for Entrepreneurial Excellence is awarded to a TSC employee who has made a significant contribution to the growth and success of the company. Dr. Swerling founded TSC in 1966.

He was probably the most influential radar theoretician of the second half of the 20th century, not only in the United States, but in the entire world. Dr. Swerling's enduring fame was assured with the publication of his "Probability of Detection for Fluctuating Targets," written as a RAND report (March 1954) and later included in a special monograph issue, "Studies of Target Detection by Pulsed Radar," in the Transactions on Information Theory of the IRE (later IEEE) in April 1960. This landmark paper introduced the statistical classification of radar targets, which have been known ever since as the Swerling Cases I, II, III, and IV, and it determined the effect of these target statistics on radar detection performance.

Beyond his epoch making papers on the statistics and accuracy of radar target detection from the 1950s and 60s, Swerling remained at the forefront of radar technology for the rest of his life. He was one of the most important contributors to highly classified work on stealth technology. He served on many high-level U.S. government panels, and was a founder and CEO of Technology Service Corporation and another corporation specializing in radar technology.

Mike Lee Josh Gullett

With TSC having so many hard working employees, it is often a challenge in picking just one employee that deserves top recognition which is why in 2017 both Mike Lee and Josh Gullett have been presented with the Peter Swerling Award.

Mike started with TSC in 2001 as an intern at the CA operations and has been with the company ever since. His early work consisted of FPGA firmware development, PCB design/test and LabVIEW software development on programs such as the Live Fire Test Simulator (LFTS)- a system that simulated mortar, rocket, and artillery fire for the Army's AN/TPQ-48/49/50 Lightweight Counter Mortar Radar (LCMR). Over the past year, he has primarily been involved with Sea Dragon business development. He joined the Sea Dragon program in 2013 as a systems engineer and payload operator. Mike is known by co-workers as hardworking, goal oriented, and over all a great addition to any team.

Josh joined TSC in 2009 at the Silver Spring office. Mr. Gullett has 15 years experience in radar system design, development, and integration with a strong background in designing, integrating and testing airborne sensor payloads for various applications such as airborne fire control and ISR. Currently, Josh supports many of the AFRL CP-3 rapid react programs as an ISR payload expert for multiple manned and unmanned systems. He has designed, integrated, and tested several of these systems utilizing Synthetic Aperture Radar (SAR) as the primary radar sensor. He has also led the integration and test of multiple EO/IR sensors, passive RF sensors, communications systems, and navigation systems.

Dan Daniels

Dan Daniels

In 2016 the Peter Swerling Award was presented to Dan Daniels. Dan is a senior principle engineer in the Phase IV Operations where he is the project leader and chief engineer for the LowerAD Seeker program.

Dan has been with TSC for 21 years, starting as an embedded programmer developing software to control data acquisition systems and digital signal processors developed as upgrades for various national test range radars. He built on his initial experience developing a relationship with AMRDEC, one of TSC's largest customers.

He served as a software lead and DSP lead on these radars which led to him becoming the technical lead and chief engineer for several APS demonstration radars developed by the Army for domestic APS applications. It was on these programs that Dan completed his radar toolbox by being involved on every aspect of the radar development. These APS systems were highly successful programs which resulted in the customer being recognized as industry experts in the APS area during a time when the US was becoming very interested in APS technology.

Dan has served as the Chief Engineer and System Analyst on our largest programs in Huntsville over the last 15 years.

Eric Vandersall

Eric Vandersall

Eric Vandersall of the ISEW Division (Praxis, Inc.) was presented with the prestigious Peter Swerling Award for Entrepreneurial Excellence in 2014 by TSC's president, Mike Syracuse, and ISEW Division Manager, John Hall.

In nominating Eric, John said that "for more than 20 years Eric has proven to be a model in both technical and management support to our customer and TSC as a whole. He has a keen ability to draw a cadre of engineering disciplines together as a team and lead that team to success throughout a program's life cycle."

He went on to say that in the past year Eric lead the technical portion of the capture team to five major solicitation victories with a total value of $125 million dollars. From the National Reconnaissance Office to the White House, he is requested by name to lead and support multiple programs.

"Eric is an asset to the company and an instrumental part of the organization's continued success and growth," Katrina Sorrell said. "His dedication to servicing customer needs as well as providing unique solutions to problems is topnotch."

Nichole Lustre

Nichole Lustre

Nichole Lustre of Systems Acquisition and Modernization Division's Indiana Operations is the recipient of the 2013 Peter Swerling Award for Entrepreneurial Excellence

In his remarks, Mike Syracuse commended Nichole's leadership ability, how her communication skills enable her to build successful teams, and how her efforts are key to TSC's future growth. As a Systems Engineer supporting sustainment efforts for the NSWC Crane Airborne Electronic Warfare Depot, Nichole has distinguished herself among her peer groups, and her engineering prowess has been recognized within the Government, academia, and TSC communities.

Nichole is experienced in systems engineering for module-level space qualified flight hardware, EO/IR, radar, RF and space systems, and sensor technologies. She provided the engineering management oversight for the delivery of several projects under the Radio Frequency Alliance (RFA), a non-profit program funded under the OSD Office of Technology Transition, created to transition innovative advanced RF technologies to military and commercial applications.

Steven Jaroszewski

Steven Jarozewski

Steven Jaroszewski is the recipient of the 2012 Peter Swerling Award for Entrepreneurial Excellence. With nearly 30 years of experience, Steve heads the Radar Analysis group in Connecticut and is the “go-to” guy for Synthetic Aperture Radar (SAR) processing at TSC. He has processed data from MB-SAR, GeoSAR, FORESTER, DCS, NuSAR, TUFSAR, TRACER and MP-RTIP to generate eye-watering SAR images for our customers. He is a graduate of the University of Connecticut in Electrical Engineering and earned his MS in Engineering Systems and his Degree of Engineer for UCLA.

Steve has won and led numerous SBIR programs and other competitive efforts, including the development of interferometric and stereo SAR processing algorithms to generate highly-accurate terrain digital elevation models. He also developed innovative techniques to extract roads and characterize terrain from various sensor sources including SAR, LandSAT, photography and multi-band EO images. Steve has developed ground target tracking algorithms that exploited the contextual information produced by these algorithms to improve tracking performance.

Like Peter Swerling, Steve masters both the details and the big picture to win and execute exciting new R&D programs for TSC.

Steven M. Kilberg

Steve Kilberg

Steve Kilberg is the winner of the Peter Swerling Award for 2011. Steve has made a very significant entrepreneurial contribution to the growth and success of TSC over the twelve years of his employment. He leverages his technical expertise in sensors and air/space vehicles and program management skills along with his close, trusted relationships with major government customers to assist the government in generating program tasking and funding for critical national interest efforts and to involve TSC in these programs and create revenue.

Because of his in-depth technical expertise, management experience, and high ethical standards, Steve is tasked routinely to be a trusted agent for several government program offices. He assists in the management and technical oversight of priority programs. This is a position of high value to the company, which enhances TSC’s reputation across government programs.

Over the past three years Steve has positioned TSC as a recognized expert company in integration and testing of sensor packages for Unmanned Air Vehicles. During the past two fiscal years, his work with the Air Force supporting and developing and deploying UAV systems into war zones has resulted in over $30 million in actual sales and several new hires for the company.

Martin Peatross

Marty Peatross

Marty Peatross is the winner of the Peter Swerling Award for 2010. Since joining TSC nearly five years ago, Marty has made significant contributions to the growth of our business. As Director of Marine Corps Programs within Virginia Operations, he leveraged TSC's early successes and led the development of significant new business in an emerging market for the company – the Marine Corps Systems Command (MCSC) in Quantico, VA. He holds a Master of Science in Information Warfare and Strategy from the National Defense University.

After a distinguished 29 year career in the US Marine Corps, retiring as a Colonel, Marty leveraged his proven command and leadership skills, his entrepreneurial drive, and his high ethical standards to establish TSC as a highly valued service provider in the community of companies serving the Marine Corps. He accomplished this in a market with unique contracting processes and procedures, one requiring close work with TSC's contracts and accounting staffs, as well as with nearly all other TSC Operations.

After helping to develop a business plan for growth in that market, he spearheaded the opening of a new office in Stafford in 2006 to show our commitment to growing the business and to partner with MCSC. We succeeded in our bid to become a prime contractor and built a team of subcontractors to broaden the skill base from which to win emerging tasks. He has acquired and built a very diverse and talented staff, one which represents new skills and competencies for TSC, skills that will position us for further growth.

Joseph Alder

Joe Alder

Joe Alder was selected as the 2009 Swerling Award winner for his exceptional work supporting Navy Radar Programs using the Testable Component Environment model (TCE) which he developed over many years. TCE represents a significant technical breakthrough for developing and testing tactical radar control software in a robust and cost effective manner.

His expertise is in software development, especially in modeling the performance of radar systems. The TCE product which he and his team developed runs the AN/SPY-1 tactical Radar Control Computer Program (RCCP) code in a desktop environment to simulate threat and environment scenarios, to exercise RCCP functionality (for debug and development), and to format data recording that can be read into both TCE and other, existing analysis tools.

One aspect of Joe's demonstrated entrepreneurial skill was the use of IR&D to enhance TCE and broaden its appeal to a wider market. He and his team developed the means to automate several TCE functions in response to the Navy's desire for an Auto Testing capability for performance assessment models. He engaged with new customers in the Navy mission planning community to extend TCE to tactical planning applications.
