IT Project Management Program Support
TSC Information Assurance Services provides Project Management and Program Support for the National Park Service (NPS) of the United States Department of the Interior (DOI) throughout the Information Technology (IT) application lifecycle. Services provided include project planning, project management, systems engineering, and information assurance support for e-government applications. Major projects have included the acquisition and deployment of a nationwide learning management system (LMS) and a nationwide fee collecting system for park entrance locations, as well as the development and deployment of Web-enabled applications to support all aspects of the learning and development program area.
TSC provides project planning support, which includes identification of stakeholders, elicitation and documentation of functional and operational requirements, make-buy analysis, development of project management planning documents, budget development, and OMB Exhibit 300 business case creation.
TSC provides project management support using Project Management Institute (PMI) standard processes for the initiation, planning, executing, controlling, and closing phases of the project life-cycle, including Earned Value Management (EVM) and risk management support. TSC works with the client program manager to engineer and configure sensible project management processes that are compliant with requirements yet appropriately sized for the project scale and scope.
Many of the projects that TSC Information Assurance Services manages involve acquisition of configured COTS systems from third-party vendors. However, TSC also provides systems engineering support for custom application development. TSC’s process takes the IT application from approved functional requirements to development and testing, through deployment, operations, and support. TSC has deployed and supported numerous applications, using Oracle and SQL Server databases, and written using the Cold Fusion and .NET platforms that effectively support many business processes throughout the National Park Service. TSC works closely with the NPS Office of the CIO (OCIO) to ensure that applications are smoothly integrated into the NPS IT infrastructure.
TSC provides robust information assurance support for IT projects and programs, to ensure that systems meet applicable security requirements. On the engineering side, TSC has implemented many processes to ensure information confidentiality and integrity, including processes to transmit credit card data securely to the processing bank. On the compliance side, TSC develops appropriate security documentation, including risk assessments, Privacy Impact Analyses (PIA), System Security Plans (SSP), Interconnection Security Agreements (ISA), and Plans of Action and Milestones (POA&M) to support compliance with certification and accreditation (C&A) requirements for the NPS or for any other agency that uses the NIST methodology (virtually all civilian agencies of the Federal Government).
